The European Union (EU) food and feed safety system has issued a warning to Vietnamese food exports due to breaches of EU rules, leading to product recalls. The Vietnam SPS Authority (Ministry of Agriculture and Rural Development) has just sent an official notice to the Import and Export Department (Ministry of Industry and Trade), as well as the Vietnam Beer, Alcohol and Beverage Association, the Vietnam Coffee and Cocoa Association, the Vietnam Traditional Fish Sauce Association and the Vietnam Cashew Association on the EU export warning. Accordingly, this situation has persisted for some time, forcing the EU to issue warnings and recall products that violate the requirements. The EU warns of four reasons: the companies have not registered to place products containing ingredients from "novel foods" on the EU market; the company has stated that the ingredients in the product do not comply with the records, especially ingredients that can easily cause allergies. In addition, the product contains illegal food additives or exceeds the established level; Enterprises do not declare and do not carry out veterinary quarantine at border crossings for “mixed products” containing ingredients of animal origin.Speaking to Dan Viet, Deputy Director of Vietnam SPS Administration Mr Ngo Xuan Nam said that among the EU warnings, the rules on "novel foods" and "mixed products" are misleading for the export business. "The companies that make mistakes when exporting to demanding markets like the EU are usually small and medium-sized. In contrast, large companies, especially those with foreign direct investment, have specialized technical departments that can quickly receive information about changes in the market," Mr. Nam said. Accordingly, a ‘novel food’ is any food that was not introduced in significant quantities for human consumption in the EU before 15 May 1997, as detailed in Regulation (EU) 2015/2283; List of novel foods authorised in Regulation (EU) 2018/1023. Regulation (EU) 2022/2292 of 06.09.2022 supplements Regulation (EU) 2019/625, for mixed foods containing ingredients of animal origin, the ingredients of animal origin must be on the list of establishments (approved countries) authorised to export products of animal origin to the EU. In 2024, Vietnam received 114 warnings from the EU, double that of 2023. To avoid a repeat of the situation, the SPS Authority of Vietnam recommends that relevant organizations and individuals carefully study the market rules before exporting to avoid unnecessary risks.
